Add CI variable to show when Auto-DevOps is explicitly enabled

What does this MR do?

• Adds a way to tell if a user has explicitly enabled Auto-DevOps so we can skip any project file detection.
• Adds new CI variable AUTO_DEVOPS_EXPLICITLY_ENABLED set to 1
