Drop rust from .tool-versions

What does this MR do and why?

GitLab itself doesn't use Rust directly, so we can drop the dependency in .tool-versions. The prometheus-client-map and gitlab-glfm-markdown just gems install precompiled native gems. This saves us from having to keep this version up-to-date.
