What does this MR do and why?

Related to #563058 (closed)

We identified that on Gitlab.com we need to reduce the retention period of ci_builds_names from the current 3 months.

This MR sets the value to 30 days as starting point. The grouppipeline execution team can increase it to 2 months if necessary. Having a tight retention policy on any data related to ci_builds is fundamental for the scale of Gitlab.com.
