Draft: error tracking removal banner

What does this MR do and why?

This MR adds a deprecation banner to the Error Tracking pages to inform users that this feature is planned for removal. It also updates the documentation with a Deprecation section that provides the timeline and guidance for users to prepare their workflows.

How to set up and validate locally

1. In the side menu, navigate to Monitor > Error Tracking.
2. Confirm that the deprecation banner appears at the top of the page.
3. Open any error on the Error Tracking page to view its details.
4. Verify that the banner is still visible at the top of the details page.
5. Go to Settings > Monitor.
6. Expand the Error Tracking section.
7. Ensure the banner is displayed within this section as well.
