Fix: Ensure commit dates are interpreted in UTC for commit requests

What does this MR do and why?

Problem

The parse_commit_date concern was previously interpreting commit dates based on the server's timezone. This leads to inconsitent behavior.

Solution

Interpret committed_before and committed_after values as dates in UTC.
