What does this MR do and why?

Remove bm_desired_config_array_validator_spec

This file is removed to fix the broken master. Since this file is not executed by any flow it is safe to remove this. I will add the tests in a follow up MR: Backfill workspace_agentk_states for all worksp... (!199102 - merged)
