Add initial wiki HTTP push to primary node

What does this MR do?

Add an initial wiki http push to primary node, which also happens in the http_push_to_secondary_spec (for projects). The latter spec does not cause timeouts on nightly and master pipelines whereas the former spec has (see #35706 (closed)). I think this missing step (which ensures credentials written out to the .netrc file) may be the reason for the timeouts.
