What does this MR do and why?

Fixes: #561076 (closed)

  • Split MR and work item widgets into 4 individual clickable cards
  • Add formatNumberWithScale function supporting K/M/B/T/P/Q suffixes
  • Extend number formatting up to quintillions with + indicators
  • Update card titles to descriptive format for better UX
  • Add click tracking and navigation for each card
  • Implement consistent card styling with hover effects

How to set up and validate locally

  1. In rails console enable the feature flag 
    Feature.enable(:personal_homepage)
  2. Visit /dashboard/home
