De-quarantines previously failing AutoDevOps test.

This test originally was failing due to GCP not cleaning up errored out clusters. There was an issue where GCP wasn't able to provision any clusters since we are using us-central1 region and the region was temporarily full.

A merge request was put into the GCP-Janitor which allowed us to clean up errored clusters regardless of age.
