Add metrics and network referee job artifact types

What does this MR do?

This MR adds two new job artifact types to GitLab, metrics_referee and network_referee, to support both of these new artifacts generated by GitLab Runner in gitlab-runner!1545 (merged) and gitlab-runner!1669 (closed) respectively.

Prometheus and Suricata information is being collected by the GitLab Runner for various monitoring needs. This MR documents the reasons why we want to collect Prometheus information: #27298 (closed).
