Update gitlab-shell to v14.44.0

What does this MR do and why?

This backports !201616 (merged) to 18-2-stable-ee to fix a FIPS issue with gitlab-sshd: https://gitlab.com/gitlab-org/gitlab/-/issues/561537

Note that this changes drops diffie-hellman-group14-sha1 as a key exchange algorithm and adds a few others, but this appears to be fine: gitlab-shell!1315 (merged).

This also drops other algorithms, but this only affects FIPS gitlab-sshd users on Cloud Native GitLab. Omnibus FIPS packages should not be affected by those dropped algorithms in 18.2.
