Add Ai::Catalog::ItemVersionDependency model and checks

What does this MR do and why?

Similar to !201490 (closed) but uses a new Ai::Catalog::ItemVersionDependency model instead of the dependency_ids column.

This is needed so that we know when to soft delete items that have consumers.
