What does this MR do and why?

Update Customer Portal link

Per Design guidance This MR has changed to treat the Customer Portal link as an internal link only. MR removes the external link icon and target="_blank" attribute.

The EE Customer Portal link opens in a new tab, but the SVG icon "northeast arrow" does not communicate intent to screen readers. This MR adds translated text and unit tests to make users aware link opens in a new window.

How to set up and validate locally

  1. Ensure you have a valid EE license installed on your local GDK instance
  2. Start GDK and navigate to admin/subscription URL
  3. Turn on the screen reader of your choosing. I tested locally with MacOS Safari + VoiceOver.
  4. Tab to the Customers Portal link. Ensure it announces "Customers Portal. Opens in a new window."
