Convert flash epic error to form validation error

What does this MR do?

Error on adding issue or epic to epic:

• Remove error banner
• Add validation error message on field
• Field is outlined in red
• Error gets cleared when clearing input tokens
• Distinguish 404 error from 409 hierarchy error
