Fix broken cluster health dashboard

What does this MR do?

Edit dashboard feature was added here !19279 (diffs) may have broken cluster health dashboard.

This happened because cluster health dashboard does not have all_dashboards property in the payload. This MR fixes it by setting a default value in the mutations.
