Splitting child reports MR widget into two categories

What does this MR do and why?

There is no logic change. This MR splits one Feature Flag into two separate ones.

This is so we can do independent rollouts as security reports are scheduled for Q4, and we can rollout the other reports now.

Both feature flags are not enabled in either staging or production right now
