Allow click through on new project level security dashboard

This passes the project vulnerability report path to the security dashboard init and allows click through from the open vulnerabilities over time chart to the correctly filtered vulnerability report.

How to set up and validate locally

1. Go to new project level security dashboard
2. Validate that you can click to pin the tooltip on the vulnerabilities over time chart.
3. Validate the counts are links and clicking them leads to correctly filtered vulnerability report.
