Vite production build support

What does this MR do and why?

Support running GitLab off Vite production assets, similar to what we do with Webpack right now.

How to set up and validate locally

1. Run yarn vite-prod && gdk stop vite && gdk restart rails-web
2. Open GDK
3. Observe GDK to load properly, including no errors in the console
