What does this MR do and why?

After Convert RelatedLinkRestriction for work items t... (!199664 - merged) has shipped, we no longer use or rely on this table and it can be dropped. FK to work item types table wa dropped in Remove all application code for WorkItems::Rela... (!199983 - merged)
