Remove grace period references from subscription expiration messaging

What does this MR do and why?

This change updates how GitLab handles expired subscription messaging. Previously, when a subscription expired, users saw a reassuring message saying they could still use premium features for a grace period with a countdown of remaining days. Now, the system immediately shows a direct message stating that the subscription has expired and users need to renew to continue using licensed features. The documentation was also updated to remove references to the grace period, making it clear that the "block changes" date is simply when features will be blocked, without mentioning any grace period buffer.

  1. Purchase a Self-Managed subscription that expires in a day, assign it's license to your local instance and check the messaging.
