Fix MRs to not allow resolving all threads for Reporters (!199927 (comment 2678089578))

This but was discovered when converting feature specs to run against work item issues instead of legacy issues

How to set up and validate locally

  1. Sign in as Reporter
  2. Go to an MR with threads
  3. Check that you are not able to resolve all threads
