Resolve "New discussions are not picked properly when viewing design"

What does this MR do?

This MR adds a network-only cache policy to the designs so we can get up-to-date design discussions when a design is opened.

This does remove the benefits that caching this data gets us, but the upside is that the discussions are up-to-date.
