backport: Fix Web IDE loading race condition

What does this MR do and why?

It backports a Web IDE bug fix !198930 (merged) for a transient bug that prevents the Web IDE from loading due to a race condition. We are back-porting this fix to %18.2 because the bug was introduced when we enabled the Web IDE multi-domain architecture in that milestone Enable multi-domain architecture in self-manage... (!193417 - merged) • Enrique Alcántara • 18.2.
