docs - Reference to scoped label must be quoted
What does this MR do?
GitLab Flavored Markdown includes using ~ for labels.
Scoped labels are a special form of labels using the format key::value.
Using ~key::value will not be parsed correctly by the Markdown interpreter.
You need to enclose the key::value part in double quotes: ~"key::value".
This MR adds this special case to the overview table.
