Cleanup dead code related to disabled Akeyless Secrets Integration feature

Why this MR ?

• We had disabled an experiment feature for Akeyless secrets integration in CI pipelines as we no longer plan to support the feature.
• Now, we need to remove the dead code associated with this feature and this MR deals with that
• The cleanup from the runner codebase will be tackled in a future MR, which can only be merged and deployed after this MR is merged and deployed to production.

Note

• We have confirmed that no customers in .com or self_hosted is using this feature and can be safely removed

What does this MR do ?

• Cleanup the dead code associated with the akeyless secrets integration feature , which was disabled a while back
