The permission for "Use GitLab Duo features" should include Planner because this access is granted by assigning a GitLab Duo add-on seat to members with access level higher than Gitlab::Access::GUEST (based on the logic defined in
Ai::UserAuthorizable#billable_gitlab_duo_pro_root_group_ids).
