Add building of Windows-based Docker images using Docker pipe binding

What does this MR do?

Add documentation on how to setup GitLab Kubernetes and Docker Executor for building of Windows-based Docker images. Add section on how to use Kubernetes executor with Docker socket binding. Add tags in the examples to facilitate the connection between the Runner setup and the Runner usage. Do some page restructuring to improve its clarity.

Special thanks to my colleague Vladimir Krumov for the provided help and support while we have been building and troubleshooting the solution.

This is a second try as the first MR !154948 (closed) waited months for code review and in the end the rebase of 37000+ changes failed.
