Docs: Update schema for historical_data

For issue Update gitlab_schema for table historical_data (#555532 - closed)

This MR updates the database documentation for db/docs/historical_data.yml.

• Update the gitlab_schema
• Add a note
• Remove sharding_key_issue_url (as sharding is unnecessary for this table)
