This MR enables Rapid Diffs on compare revisions page by default.

How to set up and validate locally

  1. Go to compare revisions page
  2. Select any two branches to compare
  3. Observe Rapid Diffs load on the page with a much improved perceived performance and refreshed UI
  4. No pagination should be present on the page
