What does this MR do and why?

@erran adding from his understanding post-merge: What? Introduce a new feature flag to gate new error behaviour introduced in Handle no context error when without duo defaul... (!198924 - merged). Why? The error is not yet handled by all clients and the feature should be gated until default functionality has been agreed upon.
