Revert GLQL to v0.13.2

Purpose of revert

The latest GLQL update seems to have broken filtering issues by epics: https://gitlab.slack.com/archives/C07HUEF4VPD/p1753693111510659 (Internal)

This MR reverts the package back to v0.13.2 to resolve an incident
