What does this MR do and why?

This MR makes Agentic mode toggle available on namespace level, for example, for epics.

Now, when feat: support namespace level workflow in agent... (gitlab-org/modelops/applied-ml/code-suggestions/ai-assist!2807 - merged) is merged, we can proceed with this MR
