Handle no context error when without duo default namespace for Model Selection Code Suggestions

What does this MR do and why?

Now that the user is capable of choosing a default duo enabled seat assignment with namespace from the settings, when a duo request is made and we are checking namespaces and if there is no namespace is passed and it not possible for the default duo namespace system to infer the namespace. In that case we raise an exception prompting the user to set an default duo enabled assignment in his user preferences.

This MR focuses on covering that work for code suggestions.

This MR also aim to be fully compactible for an hybrid solution between Model Selection and Self-hosted models
