Revert "Merge branch 'irinabron/final-538971-538964-finalized-bbm-checks' into 'master'"

What does this MR do and why?

The finalized bbm validator danger creates false positives for some migration classes. In the meantime I'm reverting this to prevent blocking other MRs that may encounter this issue while I fix this and make it more robust.
