Backfill sharding key for clusters
What does this MR do and why?
Sharding key columns for this table were added in !198239 (merged), and are now set by the application going forward. This merge request sets the relevant project, group or organisation ID for existing records.
Note: on GitLab.com there are no instance clusters, so that portion of the migration is a no-op.
