Add WafAnomalySummary service

What does this MR do?

Part of #14707 (closed)

Adds service for querying WAF anomaly statistics from Elasticsearch. As such, it currently depends on 2 MRs !18961 (merged) and !19600 (merged).

Supports interval, from, and to parameters along with required environment_id

In a separate MR we will be adding the controller that exposes these stats for populating the new Threat Monitoring dashboard.
