New issue work item: Move contribution guidelines message
What does this MR do and why?
New issue work item: Move contribution guidelines message above buttons; moves it to left on sticky variant.
The placement is very close to the buttons and feels off that it appears below the buttons instead of above them. This MR moves the contrib guidelines above the create button.
This is a follow-up to !195342 (merged)

How to set up and validate locally
- Go to https://gdk.test:3000/flightjs/Flight/-/issues/new
- Go to an existing issue, Kebab menu -> New related item (New form opens in modal with sticky actions)
