What does this MR do and why?

Add intended_to_rollout_by: "2025-11-01" to prevent automated removal by housekeeper tool.

Context

  • Feature flag rollout was paused due to incident #369435 (comment 2560116285)
  • Setting Q3 2025 target to align with bug backlog cleanup priorities
  • This prevents the housekeeper from flagging this FF for removal

Changes

  • Added intended_to_rollout_by field to feature flag YAML configuration
