Remove append CSS classes

What does this MR do and why?

Remove append CSS classes append-top-20 & append-bottom-20 and replaces them with gl-mt-5 and gl-mb-5.

Note: This MR also removes the additional unneeded spacing on the compare revision page and aligns the empty message in the file tree to the left.
