Reorganize create work item form

What does this MR do and why?

• Increase height of textarea
  • At the moment this only applies to the "Create work item" form. If we want to move forward with an increase, we could probably apply the same change to other "Create " pages
• Move title/dropdown into grid
  • This puts the sidebar height at roughly the same location as the view of the same object
