What does this MR do and why?

Preserve markdown in rich text editor

When switching between rich text editor to plain text editor, ensure that any Markdown that user has not changed in the rich text editor remains unchanged.

This MR enables the FF by default for self managed installs. The FF has been enabled on GitLab.com for an entire milestone now.
