Resolve "Filtered Search Component: Update Dropdown title from "Tool" to "Report Type/Scanner""

What does this MR do and why?

We change the wording of the dropdown title from "Tool" to "Report Type" to align with our goal of using more consistent terminology across the Secure section and removing the term "tool" where possible.

How to set up and validate locally

1. Go to http://gdk.test:3000/gitlab-org/
2. In the sidebar go to Secure > Vulnerability Report
3. Click on the dropdown next to Group by. The option Report type should be there now. Click on the option to be sure that everything still works as it should.

Follow the same steps on Project level.
