What does this MR do?

Quarantining the specs causing Manage import failures, its being investigated in https://gitlab.com/gitlab-org/quality/e2e-test-issues/-/issues/790 and https://gitlab.com/gitlab-org/quality/e2e-test-issues/-/issues/789
