[backport] Add check for allowlist when configuring Elasticsearch URL

What does this MR do and why?

This MR is a backport of !195852 (merged). It fixed an issue where allowlist was not checked when configuring Elasticsearch URL. Because of this, even if Elasticsearch URL was in the allowlist, it would fail if block all requests except allowlist was enabled.
