Enable cache assets for security mirror

What does this MR do and why?

We tried to enable assets caching in stable branch pipelines with !196480 (merged), but we realized that it only worked on canonical, and not on the security mirror.

This MR changes the rules so that it would also be created in the security mirror stable branches.
