Make sure to load correct loader on every request

What does this MR do and why?

In https://gitlab.com/gitlab-org/gitlab/-/issues/553356+ we determine the CloudConnector data loader type based on the license at boot time. However, if the license is changed later without restarting the instance, the system will use the incorrect data loader.

This MR will decide on data_loader type on every request, making sure that YamlDataLoader data is still cached, and we don't parse yaml files on every request.

It is connected with the Fix catalog data loader memoization problem in ... (!196273 - merged) and should be backported together.
