What does this MR do and why?

It's basically an empty commit to try and trigger a cache-assets:production job to be created

That job relies on this rule to be created when it detects file changes in https://gitlab.com/gitlab-org/gitlab/-/blob/2a8ba6c8cb1d41c5334a8be2d0b9b0b98aa01839/.gitlab/ci/rules.gitlab-ci.yml#L387, which includes the files in this commit.
