Use create! inserting elasticsearch indexed containers

What does this MR do?

Minor change to raise errors when create fails for ElasticsearchIndexedNamespace and ElasticsearchIndexedProject. Right now we don't expect these inserts to ever fail so to err on the safe side we should ensure they aren't getting silently lost.
