rules: for bridge jobs

What does this MR do?

This fixes the issue #34523 (closed) that bridge jobs do not support Rules. Being that we've developed Rules to handle complex logical decision making in a simple way in our config file, we should extend the feature to let people configure downstream pipeline triggers in this way.
