E2E test: quarantine duo core scenarios

What does this MR do and why?

Quarantines flaky code suggestion specs. It seems code suggestions are recieving a 401 as the token does not get synchronized in time.

This reverts merge request !193372 (merged), more work is needed to stabilise these tests as described in https://gitlab.com/gitlab-org/gitlab/-/issues/547883#note_2557058254
